Kazakhstan: Villagers survive only due to fishing

Group of Kazakh senators calls attention of the Prime Minister of Kazakhstan Bakhytzhan Sagintayev to the need to provide villagers access to the local reservoirs. After all, for many of them fishing – the only source of livelihood.

The deputy inquiry on this subject was signed by R. Akhmetov, K. Absatirov, Sh Utemisov, stating that the reason for the appeal were numerous complaints of residents of the West Kazakhstan region on the use of natural water bodies. Villagers have repeatedly complained to the deputies that the delivery of the natural reservoirs for rent businessmen deprived them of the possibility of using natural resources, writes the correspondent of the IA “Kazakh-Zerno”.

“As a rule, the settlements are located in close proximity to natural water bodies. The inhabitants of these villages have long used such ponds for commercial purposes (eg, breeding birds, fishing, watering gardens, etc.). However, there is to date the practice putting reservoirs rent for their commercial use limits the ability of the villagers, including for the purpose of recreational fishing. Given the standard of living in rural areas, lack of jobs and other sources of income of rural residents can not afford to purchase a weekly basis for a fee special permit for fishing. It should be noted that in the village fishing is often an important source of livelihood, “- the senators wrote in its request.

Deputies noted that the difficult conditions and water use rules give rise to serious conflicts between the residents and tenants. Moreover, there are instances where such conflicts are fatal.

In order to avoid such accidents in the future and in order to maintain social stability, the deputies propose to instruct relevant state agencies to review the procedure and conditions for the transfer of water bodies in the rental use by setting reasonable terms for the residents of nearby settlements.
